Province of BC Announces New Climate Change Legislation
On November 20th the government announced the [Greenhouse Gas Reduction Targets Act - add link] that enshrines the most agressive greenhouse gas reduction targets in North America (33% reductions by 2020, and interim targets in 2012 into law.

CE’s Transportation Working Group, in collaboration with X, Y, Z presents a lecture with: Charles Hales - “America’s most successful Sustainable Transportation Leader” Charles Hales - “America’s most successful Sustainable Transportation Leader”
Known widely in North America for his successful transformation of Portland, Oregon into “America’s most livable city”, Charles Hales was elected to the office of City Commissioner of Planning and Transportation in 1991. During his time in office, he was instrumental in the planning, development and widespread implementation of various sustainable transportation infrastructure initiatives including as light rail and streetcar services. Since 2002, he has been employed as a project manager for HDR, an engineering and consulting firm and has assisted over a dozen US and Canadian cities in planning and implementing new street car lines. His expertise in the field of sustainable infrastructure has made him an international resource for cities looking to develop livable and sustainable urban environments.
In September of 2002 Mr. Hales appeared before the US Senate Committee on Environment and Public Works to advise on federal policy effecting public transportation delivery. He emphasizes community engagement and integrated planning as strategies for building effective sustainable transportation networks.

University Challenge
This is an idea for a project that would build awareness to change behaviour and generate support for institutional changes at UVic. UVic is filled with people that want to do something meaningful about their contributions to climate change in their lives and in their work. The University Challenge creates another vehicle to connect these people into a network and get it working toward a common goal.The first step is for an organization, say a faculty, department, or administrative office, to join the Challenge. That organization then selects some Champions that will form a team with representation from the various elements that make up the organization. For example, a department should have at least one professor, one staff person, and one student. The Challenge is designed so it can scale easily, across institutions, up the organizational chart, and over time. The Challenge provides the team with a framework to guide the process in reducing the institution's emissions. The institution and Common Energy collaborate to develop a set of actions to reduce emissions around each section. The goal is to launch the Univeristy Challenge in September of 2007, with the Uvic Business school leading as the pilot project.

Timeline
We are constantly adapting and evolving our plans as the context in which they were created changes. With that in mind, here is a provisional plan:
- Reviewers are currently reviewing the document
- The Retreat [link on wiki] will be on June 1, 2nd and 3rd, 2007 at the University of Victoria [NAOMI TO FILL IN A BLURB ABOUT THE RETREAT]
The Common Energy Retreat is focussed on the governance of the organization. We will spend June 2nd and 3rd working on the decision making structure of Common Energy as well as bylaws, fundraising strategy and policy creation. Members are welcome to attend this event and we will also be collaborating with Common Energy UBC. The retreat will take place at the University of Victoria and if you are interested in attending please contact Naomi Devine at communication (at) uvic.commonenergy.org to register. Also, follow the link above to join the decision making and bylaws discussions via the wiki.
- The Working Groups will then respond to the feedback and return their sections for release of the progress report in advance of June 12th
- The Editors will then finalize the document for publication and launch at a press conference on June 12th
- June and July will then be dedicated to developing the one or two paragraph section reports in the progress report into 2 or 3 page sections
- In August Going Beyond Climate Neutral Plan will be submitted to reviewers
- Common Energy UVic will publish the plan in early September

Common Energy has grown as an organization very quickly, and for it to continue growing, increasing the capacity of the organization is inherent for success. We are currently working on the Going Beyond Climate Neutral Plan for UVic and need volunteer researchers throughout the summer to help us research and write this plan for September.
There are six working groups that are focussed on writing sections of the plan: Energy, Food, Buildings, Infratstucture and Ecology, Business and the Economy, Transportation and Civic Engagement and Governance. Researchers are needed to contribute to our Knowledge Base, conduct research for projects listed in the Going Beyond Neutral Progress Report, and write chapter sections.
